The Department of Telecommunications (DoT) on December 01, 2025, issued temporary Extension of Frequency Assignments Across Broadcasting, Mobile, and Satellite Services.
Further to the Office Memorandum dated July 02, 2025, the Government has decided that, as an interim arrangement, administrative frequency assignments will continue for three months from January 13, 2026 or until the Telecommunications Act, 2023 rules are notified, whichever is earlier. This continuation applies to broadcasting services, fixed/mobile networks across H/V/UHF/SHF bands (including CMRTS), radars, experimentation and demonstration setups, and satellite-based services such as DTH, Teleport, DSNG, VSAT, NLD, ILD, and INMARSAT.
Spectrum users will continue to be charged annual spectrum usage fees as per the existing orders, unless amended. All provisional spectrum assignments will be made only after obtaining an undertaking agreeing to conditions such as: (i) the provisional and price-dependent nature of assignments, (ii) non-refundability of charges in case of withdrawal, (iii) mandatory compliance with NDPL/return/disposal requirements if spectrum is withdrawn, and (iv) liability to pay any revised charges from the date of the Letter of Intent.
Any change in assignment or allotment policy will be communicated with a three-month notice period, and all users must comply within this timeframe. These conditions will form part of the Letter of Intent, Decision to Grant License, and Wireless Operating License. Interim spectrum assignment for PMRTS will continue to be governed by the DoT O.M. dated November 11, 2025.
