Industry Specific ComplianceThe Reserve Bank of India (RBI) on November 28, 2025, issued the Reserve Bank of India (All India Financial Institutions– Resource Raising Norms) Directions, 2025.

The following has been stated namely: -

• It sets out how All-India Financial Institutions (AIFIs) can mobilise funds by stipulating an umbrella limit tied to their Net Owned Funds, under which they can raise resources through term deposits, term-money borrowings, CDs, CPs, and bonds.

• It requires that the umbrella limit not exceed 100 % of the AIFI’s latest audited Net Owned Funds unless otherwise approved.

• For the individual instruments: term deposits must have maturities of 1-5 years and minimum denomination ₹10,000; CDs must be in dematerialised form with tenors of 1-3 years and minimum denomination ₹5 lakh; bonds must have a minimum maturity of 3 years and cannot include early call/put options exercisable before one year.

• The Directions also repeal earlier guidelines for AIFIs on resource-raising, though actions already initiated under those are saved, and clarify that the new Norms are additional to any other laws, rules or regulations.

• This shall come into force from November 28, 2025.
