The Government of Assam on November 03, 2025, exercised its powers under section 15(1) of the Mines and Minerals (Development and Regulation) Act, 1957 to further amend the Assam Minor Mineral Concession Rules, 2013. The amendments, titled the Assam Minor Mineral Concession (Second Amendment) Rules, 2025, come into force on the date of their publication in the Official Gazette.
The amendment introduces a new sub-rule (8) to Rule 8 of the principal Rules, creating provisions specifically for Myadi Patta landowners who wish to lease their land for stone mining under the Circular Economy Based Zero Waste (CEBZW) framework. Landowners may offer areas not below 20 hectares for mining operations aligned with CEBZW principles, enabling sustainable mineral extraction practices.
Additionally, the amendment permits Myadi Patta landowners holding 5 hectares or more but less than 20 hectares to lease their land for periods ranging from 5 to 20 years, with an important relaxation: sub-rule (5) of Rule 5 shall not apply to such private leases. This provides flexible leasing arrangements to encourage private participation in minor mineral development while maintaining regulatory oversight.
