The Ministry of Consumer Affairs, Food and Public Distribution (MoCAFPD), on December 02, 2025, issued the Legal Metrology (Packaged Commodities) Second Amendment Rules, 2025 under section 52 of the Legal Metrology Act, 2009. These amendments modify the regulatory framework governing declarations and requirements applicable to packaged commodities sold across India.
The amendment introduces a change to Rule 26(a) of the Legal Metrology (Packaged Commodities) Rules, 2011. Specifically, it inserts a new proviso clarifying that the requirements of clause (a) shall not apply to pan masala, thereby exempting pan masala packages from the applicability of that particular clause—while all other provisions of the Rules continue to apply unless separately exempted. This change is intended to address sector-specific compliance considerations for pan masala manufacturers and packers.
The amended rules will come into force on February 1, 2026, allowing industry stakeholders time to align their packaging practices with the revised regulatory requirements.
