The Andhra Pradesh Electricity Regulatory Commission (APERC), on November 18, 2025, notified regarding the draft First Amendment to the Andhra Pradesh Electricity Regulatory Commission (Terms and Conditions for Tariff Determination from Renewable Energy Sources) Regulation, 2025.
The following amendment has been stated namely:-
• The Commission has undertaken a review of the operating performance of small hydro generating stations across the State after the issuance of the Principal Regulation. The review indicates that the existing minimum normative Capacity Utilisation Factor (CUF) of 40% does not reflect the actual realised CUF of several existing small hydro projects. It is also observed that the CUF norms under the Central Electricity Regulatory Commission (Terms and Conditions for Tariff Determination from Renewable Energy Sources) Regulations, 2024, prescribe a CUF of 30% for small hydro projects. Accordingly, the Commission has prepared a draft amendment to revise Clause 27 of the Principal Regulation.
• The draft amendment is placed on the Commission’s website (https://www.aperc.gov.in), proposing the substitution of Clause 27 with a minimum normative CUF of 30% for project-specific determination. Stakeholders and interested parties may refer to the draft amendment, which is hosted on the website.
• The comments/suggestions/objections on the above amendment, if any, may be sent by email to [email protected] or by post to the Commission’s office at Kurnool, to reach the undersigned on or before December 02, 2025, for consideration by the Commission
