MeitY Simplified Compliance Framework under DPDP Act & Rules for Start-ups and Select Data Fiduciaries

Industry Specific ComplianceThe Ministry of Electronics and Information Technology (MeitY), on December 03, 2025, informed the Lok Sabha about key features and implementation progress under the Digital Personal Data Protection Act, 2023, and the Digital Personal Data Protection Rules, 2025, notified on November 13, 2025. The Ministry stated that the Digital Data Protection Board has also been established as provided under the Rules, and timelines for operationalizing various provisions have been laid down.

MeitY highlighted that both the Act and the Rules introduce a simplified compliance framework for start-ups and certain categories of data fiduciaries to ease compliance burdens while maintaining data protection standards. They also empower the Government to notify specific jurisdictions where transfer of personal data may be restricted in the interest of safeguarding digital privacy and national security.

The Ministry further emphasized ongoing efforts to promote widespread awareness and adoption of the DPDP law. These include citizen-oriented education campaigns on rights and responsibilities, along with capacity-building initiatives such as workshops, conferences, expert interactions, and digital outreach programs.
