Labour ComplianceThe Government of Himachal Pradesh on December 02, 2025, introduced the Himachal Pradesh Shops and Commercial Establishments (Amendment) Bill, 2025 in the Legislative Assembly on 2025 to revise certain provisions of the 1969 Act. The amendment forms part of legislative reforms aimed at easing compliance requirements and updating employment-related thresholds in the State’s shop and establishment sector.

The Bill proposes changes to section 7 of the principal Act by increasing the threshold in proviso (a) of sub-section (2) from “fifty” employees to “one hundred forty-four”, thereby expanding the exemption limit regarding the registration obligations or conditions specified under that section. Additionally, the Bill amends section 13 to clarify that the requirement applicable to “every establishment” under sub-section (1) will now apply only to establishments employing ten or more employees.

These amendments modernize the regulatory framework for smaller establishments by reducing certain compliance burdens while ensuring adequate coverage for establishments with larger workforces.
