Industry Specific ComplianceThe Ministry of Coal (MoC) on December 02, 2025, issued the Draft Colliery Control (Amendment) Rules, 2025, further to amend the Colliery Control Rules, 2004.

The following has been stated namely: -

• Rule 9 – “Requirement of Prior permission to open a coal mine, seam or section of a seam” shall be substituted. It states that approval is mandatory before opening or reopening a coal mine, seam, or section, with company-owned collieries requiring Board approval and non-company owners requiring approval from the Coal Controller Organisation. All statutory permissions shall be secured beforehand, and an intimation shall be sent to the Coal Controller within 15 days of opening. The same requirements apply if mining operations are discontinued for 180 days or more, and the Coal Controller will maintain a list of required permissions.

• All concerned stakeholders are requested to furnish their comments/suggestions on the Draft Rules to this Ministry by December 17, 2025, on the Ministry's website, at the email [email protected] and [email protected]
