The Ministry of Heavy Industries (MoHI) on December 02, 2025, notified regarding the policy for vehicles that do not meet safety standards.
The following has been stated namely: -
• The government has reiterated that under Rule 126 of the Central Motor Vehicles Rules, 1989 (CMVR), every motor-vehicle manufacturer or importer shall submit vehicle samples for safety compliance testing by approved agencies before sale or registration.
• If a vehicle is found unsafe or fails to meet required safety standards, the manufacturer could be directed to recall it under the recall provision added as rule 127C — reflecting the recall framework under the Motor Vehicles Act, 1988.
• According to data from the Society of Indian Automobile Manufacturers (SIAM), over the past few years, a large number of two-wheelers and passenger cars — exceeding 15 lakh vehicles cumulatively — have been recalled due to safety defects under the voluntary recall scheme.
• The Ministry highlighted the multiplicity of factors causing road accidents — from speeding, drunk driving, mobile use, to lack of seat belts/helmets and poor road conditions — underscoring vehicular safety compliance as a critical component of road-safety policy.
