The Ministry of Labour and Employment (MoLE) on December 04, 2025, notified regarding the social security measure for Gig and Platform workers.

The Code on Social Security, 2020, which came into force on November 21, 2025, for the first time formally defines gig workers and platform workers and introduces dedicated provisions for their welfare.
The Code mandates the creation of social security schemes covering life and disability insurance, accident insurance, health and maternity benefits, and old-age protection. It also provides for establishing a Social Security Fund and a National Social Security Board to oversee and finance welfare measures for gig and platform workers.
To support unorganized workers, including gig and platform workers, the Government launched the e-Shram portal in August 2021, providing workers a Universal Account Number (UAN) based on self-declaration. In October 2024, the enhanced e-Shram One-Stop Solution integrated multiple welfare schemes into a single platform, enabling workers to access and track their benefits in one place.
According to NITI Aayog’s 2022 report, India had 7.7 million gig/platform workers in 2020–21, projected to increase to 23.5 million by 2029–30.
In the Union Budget 2025–26, the Government announced additional welfare steps for platform workers, including mandatory e-Shram registration, identity cards, and healthcare coverage under Ayushman Bharat–PMJAY.
To boost registration, three nationwide campaigns have been conducted, resulting in 5.12 lakh platform workers registered on the e-Shram portal as of December 01, 2025.
