The Government of Himachal Pradesh on December 02, 2025, issued the Himachal Pradesh Tenancy and Land Reforms (Amendment) Bill, 2025, further to amend the Himachal Pradesh Tenancy and Land Reforms Act, 1972.
The following has been amended namely: -
• The amendment modifies Section 118 to allow short-term building leases in rural areas for up to 10 years (extendable) without requiring prior government permission.
• New exemptions are introduced for government bodies, housing authorities, statutory corporations, and agricultural co-operative societies, enabling them to acquire land without restriction, subject to compliance conditions.
• Non-agriculturists purchasing approved houses, flats, or real estate projects are now permitted under relaxed conditions, with stamp duty aligned to existing permission-based purchases.
• Investors are now allowed additional time (up to 5 years with penalties) to utilize purchased land for the approved purpose before it is vested back to the government for non-compliance.
