The Government of Punjab, on December 03, 2025, issued the Punjab Co-operative Societies (Amendment) Rules, 2025, to further amend the Punjab Co-operative Societies Rules, 1963.
After rule 28, the following rule has been inserted:
“28A. Uniform disciplinary framework for Apex Cooperative Institutions and Central Cooperative Banks– (1) Notwithstanding anything contained in the bye-laws, service rules, or common cadre rules of all the Apex Cooperative Institutions and Central Cooperative Banks, the disciplinary and appellate framework in respect of employees of all the Apex Cooperative Institutions and Central Cooperative Banks shall be as follows: namely: -
(a) Disciplinary Authority: - (i) The Managing Director, being the executive authority of the Institution/Bank, shall be the disciplinary authority for all employees. (ii) The Managing Director may, by order, delegate disciplinary powers in respect of specified categories of employees to an officer not below the rank of Additional Managing Director: Provided that where disciplinary powers have been delegated under this sub-clause, the decision of the delegated authority shall be deemed to be the decision of the Managing Director, and no appeal shall lie to the Managing Director against such decision. The only appeal shall lie to the Board of Directors under clause (b).
(b) Appellate Authority:-(i) The Appellate Authority shall be the Board of Directors of the Institution/Bank. (ii) The Board may constitute a Sub-Committee or Administrative Committee to hear appeals, provided that such a decision shall be subject to confirmation by the full Board. (iii) For the purposes of this clause, consideration of an appeal by a Sub-Committee and its confirmation by the full Board shall constitute one appeal only. No further appeal or revision shall lie within the Institution/Bank itself. (c) Revision: - After exhaustion of remedies above, revision shall lie as provided in the service rules/ Act. (2) No service regulation, bye-law, or rule of any Cooperative Society shall be inconsistent with the provisions of this rule, and to the extent of such inconsistency, the same shall be deemed to have been modified.”
