The Central Depository Services (India) Limited, on December 05, 2025, issued a notification regarding the facility for Basic Services Demat Account (BDSA).
It has issued an update regarding Basic Services Demat Account (BSDA) eligibility, referring to earlier communications and SEBI’s circular dated June 28, 2024. Using data shared between CDSL and NSDL as of November 30, 2025, a consolidated list has been prepared identifying Beneficial Owners (BOs) who qualify for BSDA and those already marked under BSDA.
Eligibility for BSDA is determined based on the following criteria:
1. Account Category: Only Individual, Non-Resident Individual (NRI), and Foreign National BO accounts are considered.
2. Holding Value: The Combined value of debt and non-debt securities should not exceed ₹10 lakhs as on November 30, 2025.
3. Single Demat Account: The first holder must have only one demat account across both depositories, based on verified PAN. (This condition is not applied to PAN-exempt BOs.)
A file named “BLNG<DPID>_BSDA_NOV2025.tar” has been placed in each DP’s billing folder. It contains:
• BSDA_BOPAN list: Eligible BOs with verified PAN.
• BSDA_PANEXEMPTBO list: Eligible BOs under PAN-exempt category.
• BSDA_MULTIPLE_ACs list: BOs currently marked as BSDA but having multiple accounts across CDSL/NSDL.
• BSDA_FLAG_ALL ACCOUNTS list: All BO accounts with details like PAN, BO ID, date of opening, current BSDA flag, and status (Eligible (E), Multiple Accounts (M), Not Eligible (N)).
DPs are advised to unmark the BSDA status for BOs who are no longer eligible using the BO modify upload facility and inform the respective BOs.
