The Labour Department, Govt. of Delhi on December 03, 2025, issued the Draft Delhi Occupational Safety, Health and Working Conditions Rules, 2025.
The following has been stated namely: -
• The draft rules outline detailed standards for workplace safety, health, and welfare for establishments covered under the Occupational Safety, Health, and Working Conditions Code, 2020.
• They prescribe mandatory registration, licensing, and reporting requirements for establishments, including maintaining digital records and submitting periodic compliance statements.
• The rules specify provisions related to working hours, overtime, welfare facilities, safety measures, accident reporting, and health surveillance of workers across different sectors, including factories, construction, contract labour, and mines.
• Provisions mandate employers to ensure safe working environments through risk assessments, emergency preparedness plans, hazard control systems, and mandatory safety training for workers.
• The draft also introduces obligations for employers related to women workers, contract labour management, welfare amenities (canteens, crèches, first aid), and accommodation standards where applicable.
• The objections and suggestions to the draft rules shall be addressed to the Labour Department, C Block, 5, Sham Nath Marg, Delhi – 110054, or by email at [email protected], by January 17, 2026.
