The Government of Rajasthan on December 05, 2025, issued the Rajasthan e- Registration Rules, 2025.
The key highlights are as stated:
e-Registration
• Any party to a document may initiate e-registration on the e-Panjiyan Portal using SSO ID, mobile OTP, or any mode provided.
• After login, parties must follow portal steps and fill mandatory fields to proceed with registration.
Examination Prior to Acceptance
• The Registering Officer examines whether the submitted document is acceptable.
• If the document is prohibited by law or court order, it will be refused.
• If other discrepancies are found after acceptance, the registration will be put on hold until parties rectify and upload required documents.
• After verifying admissibility and correctness, an acknowledgment receipt is generated and sent electronically.
• Parties must then proceed with slot booking for verification.
Modes of Verification
• Parties may choose:
1. In-person verification at the Registering Office (biometrics, photograph, identity verification, etc.).
2. e-Verification via Aadhaar e-KYC, video KYC, or other online methods.
• For e-verification, physical appearance of parties/witnesses is not required.
Enquiry Before Registration
• Registering Officer conducts detailed examination of documents to ensure statutory compliance.
• Officer will deface stamp papers and ensure compliance with the Rajasthan Stamp Act, 1998.
Completion of Registration
• If additional information/documents are required, the officer shall inform parties within the next working day.
• If parties fail to provide the required details within 30 days, the registration will be rejected (excluding the day of objection).
• If all conditions are satisfied, the officer digitally signs and endorses the registration.
• Parties are notified electronically and the deed is transmitted digitally.
Working Hours
• Online submission for e-Registration is available 24×7.
• Registration and delivery will follow timelines set by the State Government or Inspector General of Registration.
Grievance Redressal
• Inspector General of Registration will issue guidelines for resolving e-Registration related grievances.
Duties of Banks & Financial Institutions
• Banks/financial institutions granting loans through equitable mortgage must share real-time mortgage deed data on the e-Panjiyan Portal as per prescribed procedure.
e-Search & Certified Copies
• Requests for e-Search and certified copies of documents (registered via e-Registration or e-filing) must be made online.
• Fees to be paid through modes available on the portal.
• Search and certified copy services will be provided online only.
Miscellaneous
• Each party is responsible for cross-verifying the identity of other parties and witnesses.
• Signing a document implies execution, acceptance, and admission by the party.
• Registering Officer must prepare a daily abstract of registered documents and government receipts and digitally sign it.
• Any discrepancies in fees, stamp duty, or charges are recoverable by the authority.
• Tasks not covered in these rules will follow Rajasthan Registration Rules, 1955.
• All registers, books, indices, forms, and endorsements will be maintained electronically.
