The Government of Kerala on October 23, 2025, issued guidelines for the formation of Child Safety Committees at various local self-government levels—including Grama Panchayats, Block Panchayats, Municipalities, and Corporations—to strengthen child protection mechanisms.
The following has been stated namely: -
• It states that the committees will function under the framework of the Integrated Child Protection Scheme (ICPS) and the Mission Vatsalya programme, ensuring coordination among welfare departments, police, education offices, and civil society representatives.
• The notification mandates creation of structured committees comprising elected representatives, officials, child welfare officers, teachers, and NGO representatives to monitor vulnerable children, support rehabilitation, and ensure safety, rights, and welfare measures at the local level.
• Their roles include tracking at-risk children, facilitating preventive programs, conducting annual planning for child protection, and coordinating interventions with district-level welfare authorities.
• Local government bodies are required to allocate budgetary support from development funds to operationalize committee activities, including awareness programs, school safety initiatives, and child rehabilitation support.
