The Government of Manipur on December 05, 2025, issued the Kakching Municipal Council Building Bye-laws, 2025.
The following has been stated namely: -
• The Bye-Laws apply to all areas under KMC jurisdiction — including Master Plan or notified planning areas — and become effective from the date of official gazette publication.
• All building-plan applications must be submitted online through a licensed architect/firm, and any proposal not complying with the Bye-Laws or Master Plan will be returned with email/SMS notice; post-approval inspections can be carried out to verify compliance.
• Sanctioned building plans are valid for 3 years; extensions or revalidation require fresh application and compliance with regulations.
• Occupancy certificates are mandatory — no building can be occupied unless a certificate is issued confirming conformity with structural, sanitary, and safety norms.
• The Bye-Laws include strict provisions for dealing with unsafe or unauthorized buildings: unsafe structures must be repaired or demolished; failure to comply may lead to council-led demolition, penalties, revocation of permissions, prosecution, and blacklisting of responsible professionals.
• General rules also regulate projections (e.g. balconies, cornices) over public spaces, drainage and sanitation standards, setbacks, open-space maintenance, and prohibit construction over municipal drains — aiming to ensure orderly, safe and hygienic urban development.
• The objections and suggestions to the draft bye-laws shall be addressed to the Senior Chief Executive Officer,Kakching Municipal Council, Kakching, Manipur, by December 12, 2025.
