The Government of Chhattisgarh on December 04, 2025, issued the Draft Chhattisgarh Bhu-Rajaswa Sanhita (Vyapvartit Bhumi ke liye Bhu-Rajaswa Ka Nirdharan Tatha Punarnirdharan) Niyam, 2025.
The following has been stated namely: -
• The draft rules establish a structured framework for assessing and revising land revenue for diverted (non-agricultural) land in Chhattisgarh, ensuring uniformity and transparency in revenue determination.
• Land revenue assessment will be based on land category, location, purpose of use, area, market value, and approved land-use conversion under applicable land laws.
• The rules specify procedures for initial assessment, re-assessment, review of mistakes, and modification of rates when land use changes (e.g., residential to commercial or industrial).
• Time-bound processes are prescribed for filing applications, objections, and completing assessments by revenue authorities, along with digital documentation and record maintenance.
• Penalties, interest, and enforcement mechanisms apply for delayed payment, non-compliance, misrepresentation, or unauthorized land use.
• The rules empower designated revenue officers to conduct field inspections, verifications, and audits to ensure correct classification and prevent revenue leakage.
• The objections and suggestions to the draft bye-laws shall be addressed to the Secretary, Government of Chhattisgarh, Department of Revenue and Disaster Management, Mantralaya, Room number M-1-23, Mahanadi Bhawan, Nava Raipur Atal Nagar, District Raipur, by December 19, 2025.
