TRAI Launch of SMS Notifications under Digital Consent Acquisition Pilot

Industry Specific ComplianceThe Telecom Regulatory Authority of India (TRAI) on December 10, 2025, issued a press release announcing the commencement of SMS notifications under the ongoing TRAI–RBI Digital Consent Acquisition (DCA) pilot. This initiative aims to digitize and standardize customer consent for promotional communications, beginning with a limited group of customers whose legacy consents have been uploaded to a unified digital platform.

TRAI highlighted that while the existing Telecom Commercial Communications Customer Preference Regulations, 2018 allow customers to block or selectively permit promotional communications, legacy paper-based and fragmented consent mechanisms have hindered effective implementation. The DCA pilot seeks to address these challenges by enabling customers to digitally review, manage, and revoke old consents through a secure, standardized interface, thereby enhancing transparency and user empowerment.

Nine Telecom Service Providers and eleven major banks are participating in the pilot. Customers within the sample set may receive SMS notifications from short code 127000, enabling them to access the Consent Management Page and review consents associated with their mobile number. Engagement is optional, and no personal or financial information will be sought. The pilot is intended to validate system readiness before nationwide rollout.
