The Rajya Sabha on December 05, 2025, issued the Child and Adolescent Labour (Prohibition and Regulation) (Amendment) Bill, 2024, further to amend the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986.
The following has been stated: -
•In section 3, the amendment allows children to assist their family in non-hazardous work after school or during vacations, and to work as artists in entertainment and sports (except circus) under regulated conditions, including a limit of 24 working days per month and mandatory safety measures. It introduces penalties for non-family persons monetising a child’s recorded content on online platforms. Additionally, 50% of the child’s earnings as an artist must be placed in a fixed deposit in a Scheduled Bank, accessible when the child turns 18.
•In section 14 in sub-section (3), after clause (d), the following new clause shall be inserted, namely: ―
“(e) fails to comply with or contravenes the provisions of section 3 of the Act shall be punishable with simple imprisonment which may extend to three months or with a fine which may extend to ten thousand rupees or with both.”
