Industry Specific ComplianceThe Rajya Sabha on December 05, 2025, issued the Right of Children to Free and Compulsory Education (Amendment) Bill, 2025, further to amend the Right of Children to Free and Compulsory Education Act, 2009.

The following has been stated: -

•In sub-section (1) of section 3, for the word “six”, the word “three” shall be substituted.

•Section 11 is substituted, and the amended section mandates the government to provide free pre-school education for children aged 3–6 years in all government schools and relevant institutions. It also requires establishing Balvatikas with proper infrastructure, trained educators, and a play-based curriculum aligned with prescribed academic standards.

•Insertion of new sections 11A and 11B, which specify the Council for Early Childhood Development and Learning Disability Assessment.
