The Government of NCT of Delhi, on December 9, 2025, issued a notification under section 47 of the Delhi Shops & Establishments Act, 1954, announcing amendments to the Delhi Shops & Establishments Rules, 1954. The amendment follows the procedure of prior publication as mandated under the parent statute.
Through this notification, the Labour Department has formally notified the Delhi Shops & Establishments (Amendment) Rules, 2025. The amendment consists of a single but significant change wherein Rule 5 of the Delhi Shops & Establishments Rules, 1954 has been omitted. The omission takes effect immediately upon publication in the Official Gazette unless otherwise specified.
This regulatory change modifies the existing framework governing shops and establishments in Delhi. Stakeholders, including employers, HR managers, compliance officers, and consultants, are advised to review the impact of the deletion of Rule 5 and update their compliance processes accordingly.
