The National E-Governance Services Ltd. (NeSL) on December 06, 2025, issued the notification regarding the Article Activation in State of Bihar.
The following has been stated namely: -
• NeSL has activated digital e-stamping for Bihar (for e-Bank Guarantees and non-registrable instruments) for all DDE users, Banks, NBFCs, etc.
• The list of permitted articles and their digital codes for Bihar is provided in Annexure 1 and users must apply stamp duty strictly as per Bihar’s stamp-duty calculator rules.
• For Bihar, the DDE API request payload must include the Article Sub-code under the eStampDtls section, a sample payload is provided in Annexure 2.
• DDE users must ensure they select the correct article code and stamp-duty amount appropriate for the contract or document type.
• Responsibility for accurate payment of stamp duty lies entirely with the executing Bank/NBFC, and NeSL will not be responsible for any deficiency, users may refer to the DDE page for all state-wise orders and available articles.
