The Government of Rajasthan, on December 11, 2025, promulgated the Rajasthan Jan Vishwas (Amendment of Provisions) Ordinance, 2025 under Article 213 of the Constitution of India, as the State Legislative Assembly was not in session. The Ordinance aims at decriminalising and rationalising minor offences, replacing criminal prosecution with monetary penalties, and promoting trust-based governance to improve ease of living and ease of doing business in the State.
The Ordinance amends multiple State enactments listed in the Schedule, including the Rajasthan Forest Act, 1953; Rajasthan Tenancy Act, 1955; Rajasthan Regulation of Boating Act, 1956; Rajasthan Warehouses Act, 1958; Rajasthan State Aid to Industries Act, 1961; Rajasthan Electricity (Duty) Act, 1962; Rajasthan Money Lenders Act, 1963; Rajasthan Non-Government Educational Institutions Act, 1989; and Rajasthan Stamp Act, 1998. Across these laws, several offences have been converted into civil liabilities, with provisions for penalties, compounding of contraventions, and administrative enforcement, while deleting imprisonment and prosecution clauses in many cases.
The Ordinance also contains a savings clause, ensuring that prior actions, liabilities, penalties, proceedings, and rights under the amended or repealed provisions remain unaffected. The amendments shall come into force on such dates as may be notified by the State Government, with flexibility to appoint different commencement dates for different enactments, thereby enabling phased implementation of the reforms.
