Industry Specific ComplianceThe Maharashtra Legislature, on December 10, 2025, introduced the Maharashtra Land Revenue Code Short (Amendment and Validation) Bill, 2025, to further amend the Maharashtra Land Revenue Code, 1966, to clarify and validate the authority competent to hear appeals, revisions and reviews under the Code.

The Bill proposes the insertion of a new section 259A in Chapter XIII of the Maharashtra Land Revenue Code, 1966. The newly inserted provision stipulates that appeals, revisions or reviews filed before the State Government shall be heard and decided by the Minister in charge of the Revenue Department, or by the State Minister in charge, Additional Chief Secretary, Principal Secretary, or Secretary-cum-Officer on Special Duty (Appeal and Revision), Revenue Department, if duly authorised. This insertion is given retrospective effect from the commencement of the Code in 1966, thereby validating past actions.

The amendment is primarily clarificatory and validating in nature, intended to remove ambiguities regarding jurisdiction and to safeguard the legality of decisions already taken by authorised revenue authorities over the years, thereby ensuring administrative continuity and legal certainty.
