The Rajya Sabha on December 05, 2025, proposed the enactment of the Stray and Wild Animal Attacks (Prevention and Welfare) Bill, 2025. Introduced to address rising incidents of human injury, loss of life, and property damage due to stray and wild animal attacks, the Bill seeks to establish a comprehensive legal framework for prevention, emergency response, victim compensation, and humane animal welfare, with the Act coming into force on a date to be notified by the Central Government.
A key feature of the Bill is the mandatory establishment of a Stray and Wild Animal Response Unit in every district within six months of commencement. These Units are envisaged as nodal coordination bodies involving veterinary practitioners, forest and wildlife officials, health and police authorities, and animal welfare organisations, to ensure rapid emergency response, inter-departmental coordination, and effective handling of incidents involving stray and wild animals. The Bill also defines core concepts such as “incident,” “stray animal,” “wild animal,” “shelter home,” and “local authority” to ensure clarity and uniform implementation.
The proposed legislation further focuses on preventive and welfare-oriented measures, including prohibition on abandonment of domestic or pet animals, regulation of shelter homes, vaccination, population control, rehabilitation of animals, and creation of a Stray and Wild Animal Victim Compensation Fund. Overall, the Bill reflects a balanced approach combining public safety, animal welfare, and scientific, humane management practices, aiming to strengthen trust-based governance and protect both human and animal interests nationwide.
