The Ministry of Cooperation (MoC) on December 10, 2025, notified regarding the objectives of the National Cooperative Policy 2025.
The following has been stated namely: -
• It states that the Ministry has found no legal or regulatory gaps in State/UT Cooperative Acts for implementing the National Cooperative Policy, 2025, and is supporting States with API-based integration of their cooperative databases with the National Cooperative Database (NCD).
• Standard APIs, push APIs, schemas, and SOPs were shared between May–September 2025, and an advisory for RCS computerization and integration was issued on November 14, 2025, with Rajasthan already completing integration.
• To strengthen inclusiveness, the MSCS (Amendment) Act & Rules, 2023, introduced stronger governance norms and reservation of seats for women (2 seats) and SC/ST (1 seat) in multi-state cooperative boards, and Model Bye-laws promoting wider membership have been adopted by 32 States/UTs.
• NCDC is also promoting participation of women, youth and vulnerable groups through schemes like Nandini Sahakar, Swayam Shakti Sahakar, Ayushman Sahakar and Yuva Sahakar, providing concessional finance and start-up support.
• Significant assistance has been extended, including ₹1,355.61 crore to women cooperatives in FY 2024-25, and cumulative support of ₹7,781.97 crore to women cooperatives, along with targeted funding for SC/ST and weaker-section cooperatives across diverse sectors.
