The Lok Sabha on December 05, 2025, introduced the Surrogacy Laws (Amendment) Bill, 2024, to further amend the Surrogacy (Regulation) Act, 2021 and the Assisted Reproductive Technology (Regulation) Act, 2021
The following has been stated namely: -
• Under the Surrogacy (Regulation) Act, 2021: -
o Section 2 which states “Definitions” clause (r) has been substituted to state: -
“Intending person(s)” means person(s), who due to medical or biological reasons cannot undergo pregnancy and intends to become parent(s) through surrogacy.
• Under the Assisted Reproductive Technology (Regulation) Act, 2021: -
• Section 2 which states “Definitions” clause (e) has been substituted to state: -
o “Commissioning person(s)” means infertile person(s), who approach an assisted reproductive technology clinic or assisted reproductive technology bank for obtaining the services authorized of the said clinic or bank.
