The Lok Sabha on December 05, 2025, issued the Rights of Tenant Farmers Bill, 2025.
The following has been stated namely: -
• The Bill seeks to confer statutory rights on tenant farmers without affecting the rights of land title holders, establishing a legal framework to recognise and protect tenant cultivators.
• It mandates annual digital registration of tenant farmers and enables issuance of a Tenant Farmers’ Rights Card as proof of entitlement to benefits under government schemes.
• Holders of this card gain eligibility for crop loans from public financial institutions, access to insurance, subsidies, and compensation benefits without requiring traditional land-revenue records.
• The Bill also sets up a grievance redressal and appellate mechanism for disputes concerning registration or card issuance, with defined timelines for resolution.
• The Central Government is empowered to allocate funds and issue rules for implementation, aiming to reduce vulnerabilities of tenant farmers and integrate them into formal agricultural support systems.
