The Rajya Sabha on December 09, 2025, issued the Water Bodies (Protection, Revival and Sustainable Development) Bill, 2025.
The following has been stated namely: -
• The Bill provides a central legislative framework for the protection, revival and sustainable management of lakes, ponds, tanks and wetlands, excluding rivers and seas, in consultation with State Governments.
• It mandates the preparation of a Comprehensive National Plan within six months and requires States to identify, notify, and digitize all water bodies within their jurisdiction.
• A National Water Bodies Board is proposed to be constituted to monitor restoration, prevent encroachments and pollution, promote rainwater harvesting, and recommend conservation measures.
• The Central Government will issue State-wise action plans, with States required to form task forces and submit quarterly compliance reports.
• The Bill also provides for central funding, audit by CAG, parliamentary oversight, and rule-making powers, ensuring coordinated and accountable water-body governance.
