The Ministry of Environment, Forest and Climate Change (MoEF&CC) on December 13, 2025, issued a notification regarding the implementation of the 5-Point Action Plan under Phase-IV GRAP in Delhi-NCR.
The following has been stated: -
•Due to persistent unfavourable meteorological conditions, Delhi’s AQI sharply deteriorated, reaching 441, prompting CAQM to convene an emergency meeting.
•The rise in pollution is attributed mainly to low wind speed, high moisture, and weak western disturbances, leading to poor dispersion of pollutants.
•CAQM has implemented Phase-IV (‘Severe+’) GRAP measures with immediate effect across the entire Delhi-NCR, in addition to existing restrictions under Phases I–III.
•Key actions include curbs on BS-IV trucks and diesel HGVs, a ban on construction activities, a hybrid mode of school classes, and consideration of further emergency measures.
