The Andhra Pradesh Electricity Regulatory Commission (APERC), on December 08, 2025, notified the First Amendment to the Andhra Pradesh Electricity Regulatory Commission (Green Energy Open Access, Charges, and Banking) Regulation, 2024. This amendment aligns the regulatory framework with the Government of Andhra Pradesh’s Integrated Clean Energy (ICE) Policy, 2024, which aims to position the State as a clean energy leader by achieving 50% cumulative power capacity from non-fossil fuel sources by 2030 and net-zero emissions by 2047. The policy emphasizes development across the entire clean energy value chain, including renewable energy manufacturing, and envisions investments of around ₹10 lakh crore with the creation of approximately 7.5 lakh direct and indirect jobs.
The amendment revises key definitions and operational provisions under the Principal Regulation. The definition of “Banking” has been substituted to clarify treatment of unutilized or excess green energy generated from sources such as wind, solar, wind-solar hybrid, and mini hydro during a billing month, to be managed as per conditions specified in the Regulation. Further, a new proviso has been inserted in Clause 7, expressly permitting Electric Vehicle (EV) charging stations to procure input power through Green Energy Open Access (GEOA) generators, thereby supporting electric mobility and clean transport initiatives in the State.
Additionally, Clause 9 relating to connectivity has been substituted to provide that connectivity for all new green energy generators shall be granted in accordance with the APERC Regulation on Power Evacuation. The amendment supports the broader clean energy ecosystem, including development of Renewable Energy Zones, promotion of green hydrogen, energy storage systems, and hybrid renewable projects, while simplifying processes and encouraging investments consistent with central government schemes and national clean energy goals.
