The Commission for Air Quality Management (CAQM), on December 13, 2025, implemented Phase III of the Graded Response Action Plan (GRAP) with immediate effect across Delhi-NCR, following a sharp deterioration in air quality. Delhi’s average Air Quality Index (AQI) rose to 401, placing it in the severe category. The deterioration has been attributed primarily to unfavourable meteorological conditions, including slow wind speed, stable atmosphere, increased moisture, and weak western disturbances, which restricted dispersion of pollutants and led to smog and fog formation.
Under Phase III of GRAP, a nine-point action plan has come into force across the NCR, in addition to measures already applicable under Phases I and II. Key actions include strict restrictions on major construction and demolition activities, stoppage of stone crushers and mining activities, and stringent curbs on polluting vehicles, including BS-III petrol and BS-IV diesel four-wheelers, diesel-powered medium goods vehicles, and entry of certain diesel goods vehicles into Delhi. Limited exemptions have been provided for essential services, nationally important infrastructure projects, healthcare facilities, and persons with disabilities, subject to prescribed conditions.
Further, CAQM has directed NCR State Governments to adopt hybrid learning modes for students up to Class 5, consider 50% workforce attendance with work-from-home options, and coordinate strict enforcement through Pollution Control Boards and local authorities. Citizens have been urged to cooperate by adopting cleaner travel practices, avoiding biomass burning, and minimizing trips. The Sub-Committee of CAQM will continue to closely monitor air quality trends and review measures based on forecasts from IMD and IITM to ensure timely and proportionate responses.
