The Ministry of Heavy Industries (MHI) on December 16, 2025, issued a notification regarding the promotion of EVs and installation of EV charging stations.
The Government of India has implemented multiple schemes to promote the adoption of Electric Vehicles (EVs) and strengthen domestic manufacturing across the EV ecosystem. Key initiatives include the FAME India Scheme (Phase II) with an outlay of ₹11,500 crore (2019–2024), the PLI Scheme for Automobile and Auto Components (PLI-Auto) with ₹25,938 crore to boost advanced automotive technology manufacturing, and the PLI Scheme for Advanced Chemistry Cell (ACC) Battery Storage with ₹18,100 crore to establish 50 GWh of domestic battery manufacturing capacity.
To further accelerate EV adoption, the PM E-DRIVE Scheme (2024–2028) with an outlay of ₹10,900 crore supports a wide range of EVs including two-wheelers, three-wheelers, trucks, buses, and ambulances, along with incentives for buyers and support for charging infrastructure and testing facilities. The PM e-Bus Sewa–Payment Security Mechanism (PSM) Scheme, notified in October 2024 with an outlay of ₹3,435.33 crore, aims to facilitate deployment of over 38,000 electric buses by providing payment security to operators. Additionally, the Scheme for Promotion of Manufacturing of Electric Passenger Cars in India (SPMEPCI) was notified in March 2024 to encourage domestic EV car manufacturing.
The Government has also enabled private participation in EV charging infrastructure, classifying it as an unlicensed activity. The Guidelines for Installation and Operation of EV Charging Infrastructure–2024, issued by the Ministry of Power, promote interoperable charging and battery-swapping stations, including along highways. Under the PM E-DRIVE Scheme, ₹2,000 crore has been allocated for setting up public EV charging stations nationwide. As per inputs from BHEL, 29,151 EV charging stations have been installed across the country so far.
