The Labour, Skill Development and Employment Department, Government of Gujarat on December 16, 2025, issued the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Ordinance, 2025, further to amend the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019.
The following has been stated namely: -
• The ordinance amends the act to further streamline employment conditions and regulatory compliance across commercial establishments in the state. It revises definitions, employment conditions, and procedural provisions to improve ease of doing business and clarify obligations of employers and workers under the Act.
• The amendments include updated provisions on working hours, rest intervals, registration, and compliance processes, aligning the state regime with contemporary business practices.
• They also enhance transparency and enforcement mechanisms while ensuring better protection of workers’ rights.
• These changes take effect immediately upon promulgation to support a more business-friendly regulatory environment in Gujarat.
