The , (MoHUA), on December 11, 2025, issued a notification permitting the Delhi Development Authority (DDA) to seek Aadhaar authentication through One-Time Password (OTP) on a voluntary basis for citizens and employees accessing the DDA Single Sign-On (SSO) portal, in accordance with Section 4(4)(b)(ii) of the Aadhaar Act, 2016 and the Aadhaar Authentication for Good Governance Rules, 2020.
The notification clarifies that Aadhaar authentication may be used solely for the purpose of identification and authentication, subject to the terms and conditions of the approval granted to MoHUA by the competent authority, namely the Ministry of Electronics and Information Technology (MeitY). Such use is anchored in the framework of good governance, social welfare, innovation, and knowledge, and shall remain strictly voluntary for general citizens and employees.
The notification further states that the permission has been granted vide Office Memorandum dated November 11, 2025, and that the notification shall come into force from the date of its publication in the Official Gazette, ensuring legal validity for Aadhaar-based OTP authentication within the DDA SSO ecosystem.
