Industry Specific ComplianceThe National Payments Corporation of India (NPCI) on December 15, 2025, issued the notification regarding the Implementation of Benefit Management System (BMS) for RuPay Debit Cards.

The following has been stated namely: -

• RuPay is introducing the Benefit Management System (BMS), a centralized digital platform to manage, optimize, and deliver customer benefits based on eligibility and spending patterns.

• BMS will act as a real-time eligibility verification system for RuPay cardholders for various rewards and benefits, beginning with the Common Lounge Access Program.

• The platform is designed to reward high-spending customers and optimize benefit allocation based on customer spending behavior.

• The BMS platform will go live on September 01, 2025, and cardholder lounge access under BMS will commence from October 15, 2025.

• Initially, BMS will manage the RuPay Common Lounge Access benefit, with plans to extend it to other benefits and offers in future phases.

• All RuPay Debit Card Issuer Banks availing the RuPay Common Lounge Program through NPCI are required to onboard on BMS, subject to execution of a legal agreement with NPCI.

• Issuer banks must upload eligible card/BIN data and exceptions via the Ekam Portal by October 05, 2025, considering both ONUS and OFFUS transaction spends, where applicable.

• The lounge access program will follow a quarterly spends-based eligibility cycle, with lounge access available from the 15th of the month following the eligibility period; unused benefits will lapse after each access period.

• Lounge access eligibility under BMS will apply only to Debit Platinum and Debit Select cards of banks onboarded on BMS, with minimum quarterly spends of ₹5,000 for one domestic lounge visit per quarter.

• Issuer banks are responsible for communicating lounge eligibility to cardholders, managing exceptions, and bearing costs for overutilization, while NPCI will not be liable for lounge unavailability due to system downtime.
