The Central Electricity Regulatory Commission (CERC), on December 9, 2025, notified the Central Electricity Regulatory Commission (Cross Border Trade of Electricity) (Second Amendment) Regulations, 2025, in exercise of powers under Sections 178 and 66 of the Electricity Act, 2003, read with the Guidelines on Import/Export (Cross Border) of Electricity, 2018 issued by the Ministry of Power. The amendment revises the CERC (Cross Border Trade of Electricity) Regulations, 2019 and comes into force from the date of its publication in the Official Gazette.
A key objective of the amendment is harmonisation with the General Network Access (GNA) framework. Multiple references to long-term, medium-term and short-term access have been replaced with GNA and Temporary GNA (T-GNA), and definitions have been aligned with the CERC (Connectivity and General Network Access to the inter-State Transmission System) Regulations, 2022. The scope of eligible entities has also been expanded to include Indian electricity trading licensees and generating stations in India directly connected to neighbouring countries through dedicated transmission lines, subject to grant of GNA/T-GNA.
The amendments further introduce and update several definitions, including Cross Border Customer, Due Date for payment of transmission bills, Communication Regulations, and T-GNA, while deleting obsolete provisions and updating cross-references to newer regulations. Overall, the changes aim to streamline cross-border electricity trade, ensure regulatory consistency with the evolving transmission access regime, and improve clarity on eligibility, access rights, and billing timelines.
