The Government of Haryana, on December 18, 2025, issued the Haryana Municipal Advertisement (Amendment) Bye-laws, 2025, to further amend the Haryana Municipal Advertisement Byelaws, 2022.
The following amendments have been stated namely: -
• In Bye-law 3, in clause (2), for sub-clause (vi), the following sub-clause shall be substituted, namely:- “(vi) Type G: As specified on case to case basis, with maximum upto five years (with advance quarterly payments).”.
• In bye-law 12, for clause (6), the following clause shall be substituted, namely,- “(6) The municipality on scrutiny and after following due process, shall within thirty days from date of application, shall convey its decision online and accordingly, within three following days, the municipality shall list the property on the Online Advertisement Portal for auctioning. The municipality shall raise demand of an earnest money deposit (EMD) amount equivalent to ten percent of the reserve price. Upon submission of earnest money deposit, the site shall be put on auction. Only after the successful bidding process, selection of winning entity and transferring of advertisement rights for the decided tenure to the winning entity, the Earnest Money Deposit amount shall be refunded to unsuccessful bidders. In case, upon successful bidding, the winning entity declines the offer of the municipality for the rights of the advertisement on the auctioned site, the Earnest Money Deposit amount of the winning entity shall be forfeited.”.
• In Bye-law 13, for clause (1), the following clause shall be substituted, namely:- “(1) The approved listed OMD sites shall be auctioned only to the registered entity with the valid registration. The awarded registered entity shall have a valid registration throughout the advertisement tenure. All registered entity can only participate in an auction with minimum six months of validity before the expiration date of their registration.”.
