Labour ComplianceThe Government of Haryana on December 18, 2025, issued the Haryana Shops and Commercial Establishments (Amendment) Bill, 2025, further to amend the Haryana Shops and Commercial Establishments Act, 1958.

The following has been stated namely: -

• The amendments expand the law’s applicability by categorising establishments employing 20 or more workers under full provisions, while smaller ones are covered under a simplified regime. 

• It revises working hours, increasing daily hours from nine to ten and extending permissible overtime limits, and expands registration requirements by mandating online submission of establishment details and allowing digital registration, amendment, and closure processes. 

• New provisions introduce appointment letters and identity cards for employees, enhance penalty structures, and update statutory references to align with the Bharatiya Nyaya Sanhita, 2023, thereby strengthening enforcement and ease of compliance.
