The International Financial Services Centres Authority (International Financial Services Centres Authority – IFSCA), in its 26th Authority Meeting held on December 22, 2025, approved a series of key regulatory amendments and new frameworks aimed at enhancing ease of doing business, operational flexibility, and global competitiveness of GIFT-IFSC, while safeguarding investor interests.
Major approvals include amendments to the IFSCA (Fund Management) Regulations, 2025, relaxing eligibility norms for Key Managerial Personnel, providing greater flexibility in the validity and extension of Private Placement Memorandums, investor protection measures for under-capitalised schemes, and a 24-month migration window for appointment of IFSC-based custodians. The Authority also approved amendments to Capital Market Intermediaries Regulations, 2025, covering relaxed qualification and experience norms, clarity on liquid net worth computation, reduced net worth requirement for custodians, allowance for umbrella registrations, and flexibility in appointment of principal officers for entities with multiple registrations.
Further, the Authority approved the draft IFSCA (Global In-House Centres) Regulations, 2025, replacing the 2020 framework, to enable financial institution groups to establish and operate GIC units in multiple models with enhanced flexibility, expanded service scope, eased employee transfer norms, and structured transition provisions. In addition, amendments were approved to the IFSCA (BATF) Regulations, 2024 removing minimum office space requirements, and to the IFSCA (Registration of Business) Regulations, 2021 expanding the scope of Lloyd’s Service Companies. These reforms collectively reinforce GIFT-IFSC’s position as a global financial hub aligned with the vision of Viksit Bharat @2047
