The Municipal Administration and Urban Development Department, Govt. of Andhra Pradesh on December 19, 2025, issued the amendments to the Andhra Pradesh Building Rules, 2017.
The following has been amended, namely: -
• The amendments redefine High-Rise Buildings as structures of 24 metres or more, strengthen fire safety compliance, and make prior Fire NOC mandatory, with phased approval allowed up to 24 metres for high-rise projects.
• They mandate the adoption of the Energy Conservation and Sustainable Building Code (ECSBC 2024) and Eco Niwas Samhita (ENS 2024) as APECSBC/APENS, making energy efficiency, cool roofs, and third-party certification compulsory for large residential and commercial buildings.
• The rules revise road width, setback norms, and permissible heights, especially for congested and old built-up areas, and rationalise TDR utilization with stricter limits for high-rise structures.
• New provisions regulate open spaces, green belts under electricity lines, and transfer of internal roads/open spaces to local bodies or resident associations, with powers for summary demolition of encroachments.
• Further, incentives are introduced for green buildings, and new provisions permit skywalks/sky parks in high-rise projects, subject to structural safety, fire clearance, and planning approvals.
