The Government of Haryana, on December 18, 2025, issued the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Bill, 2025.
The following has been stated: -
•The Haryana Abadi Deh Bill, 2025, aims to formally vest and record ownership rights of built-up properties in village Abadi Deh areas in favour of their occupiers.
•It provides statutory backing to drone-based surveys under the SVAMITVA scheme to assign survey numbers and create official records of rights.
•Ownership is determined based on possession as of the appointed day (8 March 2019), with village committees and revenue officers overseeing verification.
•A time-bound objection and appeal mechanism is provided, after which entries attain finality and a Deed of Title is issued.
