The Ministry of Law and Justice on December 21, 2025, issued the Repealing and Amending Act, 2025.
The following has been stated namely: -
• The Act has been enacted to repeal obsolete, redundant, and spent Central enactments and to make minor, non-substantive amendments to certain existing laws for legislative clarity and consistency.
• Under the First Schedule, a large number of old Acts—many of which had already served their purpose—have been formally repealed to streamline the statute book and remove unnecessary legal clutter.
• The Second Schedule introduces limited amendments to select laws such as the General Clauses Act, 1897, Code of Civil Procedure, 1908, Indian Succession Act, 1925, and Disaster Management Act, 2005, mainly substituting outdated terminology and procedures (e.g., replacing “registered post” with “speed post with registration and proof of delivery”).
• The Act includes comprehensive savings provisions, ensuring that past actions, rights, liabilities, proceedings, and legal effects under the repealed enactments remain unaffected.
• Overall, the legislation aims to simplify and modernise the legal framework without altering substantive rights or obligations under existing laws.
