Industry Specific ComplianceThe Home Department, Gujarat on December 20, 2025, issued the notification amending Gujarat Prohibition Act Exemptions and Liquor Consumption Rules in GIFT City

The following has been stated namely: -

• Person working at or visiting GIFT City are exempted from certain provisions of the Gujarat Prohibition Act, 1949.

• FL-III license holders are exempted from additional sections of the Act and several rules of the Bombay Foreign Liquor Rules, 1953.

• Liquor can now be served and consumed not only in Wine & Dine areas but also across hotel/restaurant premises such as lawns, poolside, terrace, F&B areas, etc.

• Liquor may be served only to Liquor Access Permit holders, Temporary Permit holders, and External Persons, all of whom must comply with the Act.

• Employees must apply through Form A-1, the Authorized Person verifies ID details and issues permits while informing excise authorities.

• A Liquor Access Permit holder may invite up to 25 visitors using Form A-2 and must accompany them.

• All permit holders and external persons must be 21 years or older.

• Group permits shall now be issued by the Authorized Officer within GIFT City.

• Non-Gujarat residents and foreign nationals with valid photo ID can consume liquor in approved hotel/restaurant areas.

• Liquor may be ordered from FL-III licensees and consumed inside hotel rooms by eligible persons.

• Substituted Forms are attached to the notification.
