Government of Tamil Nadu revised Minimum Wages for Various Scheduled Employments

Labour ComplianceThe Labour Welfare and Skill Development Department (LWSD), on November 7, 2025, issued multiple Government Orders under the Minimum Wages Act, 1948 revising and proposing revisions to minimum rates of wages for several scheduled employments across the State. These cover Tobacco (Beedi Rolling) Manufactories, Appalam Manufactories, Handmade Paper Industry, Rice/Flour/Dhall Mills, Printing Presses, and Coconut Peeling, following due process under Sections 3 and 5 of the Act. 

For Tobacco (Beedi Rolling), the Government confirmed the preliminary notification without modification, revising piece rates for rolling beedies and the guaranteed time rate of wages, along with dearness allowance linked to the Consumer Price Index, ensuring parity between men and women workers. Similarly, for Handmade Paper Industry, the draft notification was confirmed as no objections were received, revising monthly wages across unskilled, semi-skilled, skilled, and common categories with DA linkage and continuity of higher existing wages.

For Appalam Manufactory, Rice/Flour/Dhall Mills, Printing Presses, and Coconut Peeling, preliminary notifications were issued proposing revised minimum wages (daily, monthly, or piece-rate, as applicable), zone-wise where relevant, along with DA formulas and standard conditions such as non-reduction of higher existing wages and gender parity.
