The Arunachal Pradesh State Pollution Control Board (APSPCB) on December 22, 2025, notified regarding the introduction of the Third-Party Inspection and Certification Mechanism for Revalidation of Consent to Establish.
The following has been stated namely: -
• It has introduced a streamlined mechanism to reduce regulatory burden and improve ease of doing business by allowing third-party inspection and certification for revalidating Consent to Establish certificates for all industrial units with a capital investment up to ₹50 lakhs, instead of requiring direct Board inspection for these small units.
• Under the new procedure, eligible industries shall obtain certification from empanelled third-party agencies or environmental auditors as per the guidelines provided, which will then be submitted with their revalidation application.
• This aims to accelerate processing and reduce delays in the disposal of applications while maintaining environmental oversight.
• However, the provision does not apply to cases where there is a closure order or ongoing litigation before the National Green Tribunal or any other judicial authority; in such situations, revalidation cannot be granted until the matter is resolved or satisfactory compliance is demonstrated.
• The order also includes an Annexure with the detailed procedure for empanelment of third-party certifiers, establishing a formal list of accredited auditors to be used for this purpose.
