The Telecom Regulatory Authority of India (TRAI) on December 30, 2025, issued recommendations on 'the Regulatory Framework for the Sale of Foreign Telecom Service Providers' SIM/ eSIM Cards for the use in M2M/ loT Devices Meant for Export'.
The following has been stated: -
•TRAI has issued recommendations to create a regulatory framework for the sale of foreign telecom service providers’ SIM/eSIM cards for use in M2M/IoT devices meant for export, following a DoT reference and stakeholder consultation.
•It proposes a light-touch “International M2M SIM Service Authorisation” under the Telecommunications Act, 2023, to be granted online with auto-generated digital authorisation.
•Any Indian-registered company can obtain the authorisation with nil entry fee, net-worth, bank guarantee and authorisation fee, a ₹5,000 processing fee, and 10-year validity; limited in-India activation for testing (up to six months) is allowed.
•The framework aims to enable seamless exports, address security concerns, and support Make in India by enhancing the global competitiveness of Indian M2M/IoT manufacturers.
