The Central Board of Indirect Taxes & Customs (CBIC) on December 30, 2025, issued a circular regarding the Improving transparency using Body Worn Camera (BWC) having video/audio recording facility for the uniformed officers having interface with passengers at International Airports.
Customs officers at international airports are responsible for passenger baggage clearance under the Customs Act, 1962 and related rules, using the Green and Red Channel system. To align with global best practices and the Government’s push for technology-driven reforms and Ease of Doing Business, Customs has decided to introduce Body Worn Cameras (BWCs) for officers handling baggage clearance, especially those deployed at the Red Channel. Officers are also advised to use BWCs during passenger interactions within airport premises.
This initiative aims to enhance transparency, accountability, professionalism, and public confidence in Customs operations. A Standard Operating Procedure (SOP) for uniform implementation across all international airports under CBIC has been issued (Annexure-A). Each Customs Zone will issue Standing Orders to inform officers and stakeholders, and any implementation issues must be promptly reported to the Director (Customs), CBIC, New Delhi.
