Industry Specific ComplianceThe Health and Family Welfare Department, Himachal Pradesh on December 10, 2025, issued the notification regarding the Empowerment of Officers to Compound Offences under HP Tobacco Regulation Act, 2016

The following has been stated namely: -

• The Governor of Himachal Pradesh, under Section 10(1) of the HP Prohibition of Sale of Loose Cigarettes and Beedies Act, 2016, has empowered certain officers to compound offences under Section 3 of the Act.

• The compoundable fine for such offences is Rs. 5,000 (Rupees Five Thousand only), applicable before or after prosecution initiation.

• Officers empowered include those from Health & Family Welfare, such as Block Medical Officers, Senior Medical Officers, Food Safety Officers, and Drug Inspectors.

• Officers from State Tax & Excise, Home Department (police officers), Rural Development & Panchayati Raj, and Urban Development Departments are also authorized within their jurisdictions.

• The authorization applies to officers at the specified ranks and above in each department for effective implementation of the Act.
